Beau Mason Commissioner

Colonel Greg Holley Deputy Commissioner
Deputy Commissioner Greg Holley also serves as the Colonel of the Utah Highway Patrol, having been elevated to this position following a distinguished career spanning 25 years within the Utah Highway Patrol and the Department of Public Safety.
Throughout his tenure, Colonel Holley has held various leadership roles in both the Utah Highway Patrol and the State Bureau of Investigation. His impressive background includes being part of the Major Crash Investigation Team, serving as the EVO Program Coordinator, leading the Public Protection Unit, and serving in Operation Río Grande. Notably, he has also been the Bureau Commander of the Capitol Protection Bureau and, most recently, the Commander of the UHP Special Operations Bureau.
Colonel Holley graduated from the Northwestern School of Police Staff and Command and holds a State of Utah Certificate of Leadership. He is also an alumnus of the IACP Leadership in Police Organizations program, where he continues to contribute as an instructor. He received his Bachelor's degree in Business Administration from Western Governors University.
Known for his ability to cultivate effective relationships with leaders and stakeholders across the state, Colonel Holley is recognized as a trusted partner by everyone he works with. Outside of his professional responsibilities, he enjoys spending quality time with his wife Tiffany and their three sons, daughter, and daughter-in-law: Spencer, Ethan, Wyatt, Payton, and Jessie.
As Deputy Commissioner of the Utah Department of Public Safety, he oversees the Utah Highway Patrol (UHP), the Highway Safety Office (HSO), and the Communications Bureau (Dispatch).

Hillary Koellner Deputy Commissioner
Deputy Commissioner Hillary Hansen Koellner has dedicated her career to leading teams, shaping messaging, and building trust through clear, strategic communication. For the past three and a half years, she has served as the Director of Communications and Public Affairs for the Utah Department of Public Safety. In this role, she has overseen statewide media relations, crisis communications, and marketing strategies that directly support the department’s mission of protecting Utah communities.
Before joining the Department of Public Safety, Deputy Commissioner Koellner spent seven and a half years at a national political consulting firm, where she ultimately served as the Chief Operating Officer (COO). In this role, she managed campaigns ranging from city initiatives to presidential races and worked on international affairs throughout Latin America. Earlier in her career, she worked as a journalist for Telemundo for over six years, where she honed her skills in storytelling, media relations, and reporting on complex issues with clarity and integrity.
A graduate of the University of Utah with a Bachelor's degree in Communications, Hillary is recognized for her ability to lead under pressure, think on her feet, and inspire confidence during challenging moments.
Outside of her professional work, Hillary enjoys spending time with her husband, Brayden, their daughter, Isabella, and their three dogs. Whether going on family walks, enjoying movie nights, experimenting with new foods, or tackling home projects, she values the joy and balance that family life brings.
As Deputy Commissioner of the Utah Department of Public Safety, she oversees the Driver License Division, Bureau of Criminal Identification, Bureau of Forensic Services, Fire Marshal’s Office, and the Division of Emergency Management.
Her promotion to Deputy Commissioner reflects not only her professional expertise but also her unyielding commitment to leadership, service, and community.

Tyler Kotter
Deputy Commissioner
Deputy Commissioner Tyler Kotter has been a dedicated member of the Department of Public Safety (DPS) for over 25 years. He began his career as a Trooper in Section 4, covering Salt Lake County. His extensive experience includes serving on specialized units such as the DUI squad, SERT team, Capitol, and Metro Gang Unit.
Throughout his career, Kotter has progressed through the ranks in both the Utah Highway Patrol (UHP) and the State Bureau of Investigation (SBI), achieving the rank of Major in UHP and most recently serving as Chief of Investigations for SBI. His leadership is further enhanced by his education, which includes graduation from the FBI National Academy and the Northwestern School of Police Staff & Command. He holds a Master of Public Safety degree from the University of Virginia and a bachelor's degree in Political Science and Asian Studies from Utah State University.
In addition to his distinguished public service career, Deputy Commissioner Kotter is a veteran of the United States Army Reserve and the Utah Army National Guard. He resides in Davis County with his wife, Jennifer, and they are proud parents of three children.
Deputy Commissioner Kotter oversees the Division of State Security, State Bureau of Investigations, Statewide Information & Analysis Center, Bureau of Emergency Medical Services, and Peace Officer Standards & Training. His proven leadership, thorough understanding of public safety, and commitment to community service make him exceptionally qualified for this role.
