Who We Are
The Utah Statewide Information and Analysis Center (SIAC) is among 80 fusion centers established nationwide following the September 11, 2001, attacks to improve information exchange among federal, state, and local law enforcement agencies. Over the past two decades, these fusion centers have evolved, expanding their capabilities in information collection and intelligence sharing to address terrorism and various forms of criminal activity.
The SIAC aims to be a leader in information collaboration, strategic intelligence, and anticipatory analysis. Our goal is to cultivate an environment within the SIAC where the seamless exchange of real-time threat and criminal information occurs. To achieve this, we are committed to advancing our capabilities by leveraging cutting-edge law enforcement technology and fostering an environment where local and federal partners view the SIAC as a secure and trusted place for collaboration and information sharing.
Goal 1: Cultivate a Supportive Environment for Employee Meaning, Satisfaction, and Growth
This goal centers on fostering an environment where employees feel valued, supported, and motivated, which is crucial for achieving the SIAC's mission.
Objective: Enhance Professional Development Opportunities
- Strategy: Provide targeted training and resources to enhance employee skills and knowledge, aligning with the SIAC’s strategic objectives. Encourage continuous learning and secondary education.
- Focus: Invest in training programs that provide a clear return on investment by enhancing employee capabilities and performance.
Objective: Establish Clear Career Advancement Pathways
- Strategy: Continue to build a transparent structure within the SIAC that offers opportunities for promotions and advancements. Clearly communicate expectations and requirements for career progression to promote employee retention and reduce turnover costs.
Objective: Foster Recognition and Appreciation
- Strategy: Acknowledge and appreciate employees for their contributions. Establish a culture of recognition that highlights both individual and team achievements.
Objective: Support Work-Life Balance
- Strategy: Promote a healthy work-life ecosystem to prevent burnout and stress. Offer flexible work arrangements when possible and leverage a balanced teleworking environment.
- Focus: Support initiatives that improve employee well-being and reduce absenteeism, presenteeism, and associated costs through optimized resource allocation.
Objective: Promote Meaningful Work
- Strategy: Connect employees' tasks to the overall mission and goals of the organization. Foster a sense of purpose by highlighting the impact of individual and collective efforts to enhance engagement and commitment, potentially leading to increased efficiency and productivity.
Objective: Implement Regular Feedback and Communication Mechanisms
- Strategy: Establish a feedback culture that includes regular performance reviews. Encourage open communication between employees and their supervisors to streamline performance management and support employee development through efficient and effective communication channels.
Objective: Encourage Health and Wellness
- Strategy: Leverage the DPS wellness programs to support employees' physical and mental well-being. Encourage employees to prioritize health by using DPS health and wellness programs like PT Time and the Colonel's Challenge to potentially reduce healthcare costs and increase productivity.

This goal focuses on creating a work environment that is adaptable, efficient, and supportive of employees' operational needs.
Objective: Optimize In-Office Performance
- Strategy: Ensure the SIAC effectively leverages in-office technologies to enable analysts to function effectively and promote a safe and collaborative environment. Ensure compliance with teleworking agreements regarding acceptable in-person work environments.
- Focus: Optimize the use of office space and resources to reduce overhead costs. Implement technology solutions that streamline workflows, automate tasks, and improve productivity. Ensure teleworking arrangements maintain productivity and collaboration.
Objective: Maximize Teleworking Performance
- Strategy: Ensure SIAC employees have access to secure and reliable technologies and information-sharing platforms that support a partial teleworking environment and the continued need for collaboration. Ensure compliance with teleworking agreements regarding acceptable telework environments.
- Focus: Invest in secure and reliable technology that facilitates effective teleworking and collaboration. Provide employees with the necessary resources and support to maximize productivity while teleworking. Evaluate the cost-effectiveness of teleworking in terms of productivity, operational costs, and employee satisfaction.
Objective: Enhance Task Force Performance
- Strategy: Ensure SIAC employees contribute proficiently within task forces and foster successful partnerships built on trust.
- Focus: Utilize technology to enhance communication, collaboration, and information sharing among task force members, aiming to reduce administrative overhead and travel costs. Develop standardized processes and protocols for task force operations to improve efficiency and effectiveness.
Goal 3: Cultivate a Customer-Centered Approach for Quick, Trusted, and Impactful Stakeholder Services
This goal emphasizes the importance of delivering high-quality services to stakeholders through efficient and effective practices.
Objective: Enhance Service Delivery to Stakeholders
- Strategy: Continue to develop and provide the following key services to stakeholders: Threat investigations, Crime Gun Intelligence Center Support, Watch and Warning (meaningful and valued resource), Tactical Support (quick and trusted support), Strategic Analysis (impactful resource), and Technology. Technology will be strategically leveraged to support law enforcement with a focus on cost savings and efficiency, including evaluating current technologies for usefulness, avoiding duplication, and ensuring a return on investment, aligning with the Governor’s GRIT initiative through technological advancements and process optimization.
